I'm not sure about the advice to always drink your water ration last, after you've eaten. This might hold true in town, but if you're out exploring and have a choice, I think it might be better to use your water first. If you use your food, and then keep exploring, there's a chance you can get dehydrated, and if you do, drinking water will cure your dehydration, but will not restore your AP. You might end up stuck in the wild without the AP to return to the town.
