The courageous Watchmen Watchmen risk their Death Lives, Wounded health and Terrorised Sanity to guard us, how should we repay their selfless acts of valour? The answer: award them with a distinction. If that don't work, give more distinctions. This is an incentive for citizens to participate as a Watchmen Watchman.
