Need some work done by those playing hardcore.

Added building damage, destruction and repair info gathered from WFs and personal experience. Likewise with DO destruction, this needs more spading. Need testing of what happens when upgraded structures are destroyed (upgrades reset?) Will rebuilding a construction like drilling rig award water again?

How much less water in the well at the start?
