Pre-war Camera

The Pre-war Camera has the effect of a Flashbang, except that you have 2 minutes to act before you lose control of the zone. Citizen's who purchased 6-months of hero days prior to the start of Season 3 start each town with this item. It has 3 uses. With each use there is less chance of it's effect being successful.

First use gives 2 minutes to act. Second use allows 60 seconds to act. Third use provides only 30 seconds to act. The first use is always successful, the second use has x% chance the third use has y%.
